WCAAN
WCAAN decides which delegations enter the independent root, what conditions attach to them, and which keys establish trust in the resulting zone. It recognizes CETNIC as its sole member NIC.
Authority
WCAAN writes the rules. Tan's Network runs the machines.
This is not ceremonial wording. WCAAN may decide what belongs in the root. Tan's Network may publish the state it receives. Operation does not become governance by proximity.

The division

Tan's Network
Tan's Network builds and serves the signed zone, runs the registry protocol endpoints, and maintains the account and hosting systems around them. It implements an approved change. It does not approve itself.
The familiar comparison
ICANN governs the conventional root and Verisign publishes it. WCAAN and Tan's Network have the same division of labour here. The analogy stops there. WCAAN is not claiming ICANN's legal position, and Tan's Network is not pretending to be Verisign with nicer stationery.

Part of Willing International
Willing International is the parent organisation. WCAAN has one job within it: govern the root and the registry authority that WCAAN itself holds.
Mail, websites, certificates, hosted DNS, and user accounts are services run elsewhere. They use names. That does not make them naming policy.
