Runs the infrastructure

Tan's Network hosts and publishes the root and operates the registry-facing services. It implements WCAAN's decisions. It does not acquire WCAAN's governing authority by operating the machinery.

Follow the publication path

The closest familiar comparison is ICANN and Verisign. ICANN governs the conventional root while Verisign operates its publication infrastructure. The analogy explains the division of work. It does not imply identical legal status or institutional powers.
