WCAAN governs an independent DNS root. It decides which delegations belong in that root and under what rules. Tan's Network operates the infrastructure that publishes those decisions.

The closest familiar comparison is ICANN and Verisign. ICANN governs the conventional root while Verisign operates its publication infrastructure. The analogy explains the division of work. It does not imply identical legal status or institutional powers.
